This second volume 'The Economic Order' - discusses the economic policies and predicaments of the Soviet regime. It shows how the belated attempts to end the revolutionary chaos in agriculture and industry were interrupted by the civil war; how this in turn led to the series of radical measures known as 'war communism'; and how, after the civil war was over, the revolt of the peasants against grain requisitions and the catastrophic decline of industry forced Lenin to execute the temporary 'retreat' of the New Economic Policy (NEP). The course of NEP is traced down to the price crisis of 1923 (the so-called 'scissors crisis'); and the volume ends with a chapter on the first tentative steps towards planning.
